I have not seen any Ingres patch type capabilities in JIRA, however I 
have not looked. Does the following list represent the functionality we 
require:
 - tracking what bugs are fixed by a patch
 - what label/branch/tag the patch is based on
 - Operating system
 - What client has the patch
 - patch availability
 - patch approval process
 - patch owner/creator
 - patch search

anything else ?
