I agree that if you submit changes to a "tag" it becomes a "branch".
Ultimately, svn trunk, branches and tags are all svn "branches", just
like ingres!main and ingres!ingres2006r2 are also Piccolo "branches",
whereas Piccolo labels are not "branches". However, I believe that just
like we accord ingres!main (or svn trunk) a special place logically, by
branching most major codelines from it, an svn tags branch can be
judiciously used as a label, albeit without the frozen-in-time
protections provided by Piccolo.
