I have no argument whatsoever with the need for a open source repository 
being actively maintained and "fresh".  My question was why would anyone 
working on a port to a new platform or developing a large feature would 
want to refresh their build area frequently.  In my experience, this is 
normally done in a static fashion first to make sure everything works.  
If multiple individuals are going to be working on the port, then a 
separate branch is normally made until the port or feature is deemed 
complete for re-integration.  Take a look at Trac and you'll see they 
have several sandbox branches (http://trac.edgewall.org/browser/sandbox) 
for various in-progress work.
