[openroad-community] Formal press release announcing the open sourcing of OpenROAD

Ingres Corp. today made a formal press release on the open sourcing of 
OpenROAD.
We have been discussing this extensively in the community and on the 
wiki and have
been working with partners over the last year to prepare for this 
event.  While it may
not be "new news" to all of you, it will be to the world at large.  The
