[openroad-community] New XML features for OpenROAD

As a further step to do our development in an open environment,
the OpenROAD Development team has put information about the ongoing
development tasks

- "XML Support" and
- "XML based Export file format"

on the "Empire Interpreter Project" page of the community wiki
(http://community.ingres.com/wiki/Empire_Interpreter_Project).

It includes a short description of each task, functional specs and
detailed design specs.
Please feel free to have a look at them.

OpenROAD Community Developers will be invited to join our review meeting
conference calls for these documents.
